1) Create a PDF of your comments. Download sample letter here.
2) Go to: www.stb.dot.gov
3) Click "E-Filing"
4) Click "Other Submissions (Correspondence, Comments)"
5) Choose "FD" then enter the file number "35087"
6) Complete the required information in the first block
7) Attach your file and send
